Burns' visit to Egypt comes three days after his trip to Doha for a new round of truce talks with Qatari, Egyptian, and Israeli officials.
Head of Egypt's General Intelligence Service (GIS) Hassan Rashad attended the Thursday meeting.
President El-Sisi also discussed with Burns ways to ensure immediate and full access to humanitarian aid as a top priority for Egypt, considering the deteriorating humanitarian situation in Gaza.
Moreover, he emphasized the pivotal role played by the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) and the necessity of not hindering its work.
Egypt strongly condemned the Israeli Knesset's approval of a bill prohibiting UNRWA from operating in Israel, characterizing it as part of a long-standing pattern of Israeli violations of international humanitarian law and human rights law.
In addition, the Egyptian president stressed the importance of implementing the two-state solution to achieve regional peace and security.
Egypt, along with the US and Qatar, has been mediating indirect talks between Israel and Hamas for months to reach a ceasefire deal.
However, Tel Aviv has rejected all the proposals and continued its military actions in the region.
On Sunday, President El-Sisi announced an Egyptian initiative for a two-day ceasefire in Gaza, which includes the exchange of four Israeli captives for several Palestinian prisoners.
He stated that this initiative is a preliminary step toward a lasting ceasefire.
Situation in Lebanon
During Thursday's meeting, El-Sisi and Burns also discussed the situation in Lebanon and the recent escalations in the Middle East.
The Egyptian president emphasized the urgent need to achieve a ceasefire in Lebanon to preserve its sovereignty and territorial integrity and protect the stability and security of its people.
He also warned against the dangers of continued regional escalation, affirming it could have serious consequences for all the region's peoples.
Furthermore, the meeting underscored the strong strategic partnership between Egypt and the United States and their commitment to continue enhancing it to protect and maintain regional security and stability.
