Ministry of Foreign Affairs Spokesperson Tamim Khalaf said Saturday that the Arab plan for early recovery and the reconstruction of the Gaza Strip includes the removal and recycling of around 50 million tons of rubble in its first phase.

In TV remarks, Khalaf said that the Arab plan is comprehensive and detailed, covering five years from 2025 to 2030.

He explained that the plan is divided into three main phases. The first is a six-month early recovery phase, while the second and third phases are fully dedicated to reconstruction.

According to Khalaf, the first phase includes providing temporary housing units for Palestinians. Thousands of mobile homes and tents will be set up to shelter 1.2 million people in Gaza.

The spokesperson added that the second and third phases include constructing 400,000 permanent housing units to accommodate 2.7 million Palestinians.

Khalaf further noted that the Arab plan is fundamentally based on ensuring that the Palestinian people remain on their land without any form of displacement.

Additionally, the plan includes the neutralisation of all unexploded ordnance, Khalaf added, considering it a crucial step before launching the reconstruction process in Gaza.

Moreover, he said the plan also includes launching major infrastructure projects, particularly rebuilding the road network, which has been either partially or completely destroyed.

The spokesperson said this is in addition to constructing a port, solar power stations, government administration centres, healthcare units, hospitals, and schools.

On Tuesday, the Arab plan for Gaza reconstruction was adopted by the Cairo Extraordinary Arab Summit, serving as a unified Arab response to US President Donald Trump’s proposal for the displacement of the Gaza population from their homeland.

On Thursday, US Special Envoy to the Middle East Steve Witkoff commended Egypt for developing a new plan for the Gaza Strip.

"We need more discussion about it, but it's a good-faith first step from the Egyptians," he said.

Furthermore, the plan has received wide support from several countries, including the UK, France, Italy, and Germany, describing it as a “realistic path forward” for rebuilding the war-torn Gaza.
