The vote passed with broad support, garnering 452 members in favour, 182 against, and 40 abstentions.
The latest approval follows the disbursement of an initial €1 billion tranche received in January 2025 under the same MFA package.
The €5 billion MFA package—proposed by the European Commission — is part of the €7.4 billion agreement signed on 17 March 2024 between Egypt and the 27-state bloc to upgrade the bilateral relations to a strategic partnership.
Under the strategic deal, Egypt is set to receive €7.4 billion in EU funding through 2027, including €5 billion in budget support, €1.8 billion in investment guarantees, and around €600 million for technical assistance, training and capacity building.
“Given Egypt’s critical economic and financial situation and its role as an important stabilising presence amid geopolitical tensions … the European Commission proposed to support the country... with macro-financial assistance in the form of loans worth up to €5 billion,” the EU parliament said on Tuesday.
In a foreign ministry statement, Egypt welcomed the EU's decision, describing the step as a "clear sign" of their strategic partnership signed between both sides in March last year.
The ministry also said the move recognised President Abdel-Fattah El-Sisi's efforts to promote regional security and stability, and Egypt's role as a key stabilising cornerstone in the Middle East, Southern Mediterranean and Africa.
The ministry added that the EU’s support also reaffirms its commitment to Egypt’s development and modernization.
The disbursement of the new tranche is pending a series of final procedural steps within the European Union, which are expected to take a few weeks.
