The event is concerned with coordination and consultation on issues of migration from East Africa to European countries.

Launched in Rome in November 2014, the Khartoum Process includes 40 member states, including European Union (EU) countries, Switzerland and Norway, the Horn of Africa and East Africa countries, the EU Commission and the African Union (AU) Commission, in addition to several international organisations that are partners of the process, including the International Organization for Migration (IOM), the United Nations High Commissioner for Refugees (UNHCR) and the United Nations Office on Drugs and Crime (UNODC).

The "Cairo Ministerial Declaration" highlights the process's key achievements since its inception. On the other hand, the "Cairo Action Plan" is a strategic document that outlines the general framework for the actions of future presidencies of the process.

According to the Egyptian Foreign Ministry, this is the first time such strategic documents have been adopted since the initiative was launched.

At the end of the conference, Egyptian Minister of Foreign Affairs Badr Abdelatty handed over the presidency of the Khartoum Process, according to the rotation principle, to the French Minister of State at the Interior Ministry, François-Noël Buffet.

Abdelatty expressed Egypt's full support for the French presidency and emphasised the importance of building on the progress achieved in recent years.

During the conference, the Egyptian FM held separate meetings with several counterparts and senior officials from participating countries, including Sudanese FM Ali Youssef Al-Sharif and Somali FM Ahmed Moalim Fiqi.
