The signing ceremony, which also included signing several agreements and memoranda of understanding, occurred during El-Sisi's visit to Greece.

According to the Egyptian presidency, El-Sisi said the declaration marks the beginning of a new phase of close cooperation between Egypt and Greece in various fields.

During a press conference, he affirmed Cairo's keenness to strengthen the strategic partnership with Greece based on strong historical ties and mutual respect.

For his part, the Greek PM said the signing of the strategic partnership declaration between Greece and Egypt confirms a common will to further close cooperation.

"We've agreed to consult regularly, and the memorandums of cooperation we signed pave important new paths that will strengthen our relationship."

High-Level Cooperation Council

According to the Egyptian presidency, President El-Sisi and the Greek PM chaired the inaugural meeting of the High-Level Cooperation Council between Egypt and Greece.

The meeting reviewed bilateral cooperation and progress on ongoing joint projects in various fields. "This council marks a milestone and a qualitative leap in Egyptian-Greek relations," El-Sisi said during the press conference.

"It will serve as an effective platform to deepen our strategic partnership for the benefit of our peoples and promote regional security, stability, and prosperity," he added.

Moreover, the Egyptian president welcomed the consensus following the meeting to expand cooperation in the economy, trade, investment, tourism, technology, innovation, and entrepreneurship.

The council also supports integrating and exchanging expertise in critical areas, including transportation, environment, maritime security, education, manufacturing, and energy.

Energy security and labour agreements

The two leaders discussed the Egypt-Greece electricity interconnection project, GREGY, which they described as a strategic step to enhance the region and the EU's energy security.

This is the first project that directly delivers clean energy from Egypt to Europe via Greece.

"I stress the immense importance we place on the 'GREGY' project. This is not merely a bilateral initiative, but a strategic endeavour with regional and international dimensions," El-Sisi said.

He looked forward to the EU's continued support for the project.

In addition, the Egyptian president emphasised continuing cooperation with Greece in natural gas and highlighted the importance of speeding up the seasonal labour agreement. The agreement allows Egyptian workers to enter Greece's agricultural sector and other fields.

Furthermore, El-Sisi underscored the need for more concentrated joint efforts in combating irregular migration and terrorism, citing Egypt's successful track record.

For his part, the Greek PM affirmed that the electricity interconnection project will benefit both nations.

He also thanked President El-Sisi for the agreement on Egyptian labour. Mitsotakis further confirmed the two countries' commitment to deepening cooperation across all sectors.

Eastern Mediterranean cooperation

The two leaders also discussed the East Mediterranean Gas Forum, current developments in the   Eastern Mediterranean, and the Egypt-Greece-Cyprus trilateral cooperation mechanism.

El-Sisi expressed appreciation for the current efforts to de-escalate tensions in the region.

He emphasised the need to build on these positive efforts to help resolve ongoing disputes and ensure the region's natural resources benefit its people.

Mitsotakis agreed with El-Sisi. He called the maritime border demarcation agreement between the two countries "ideal."

Moreover, El-Sisi praised Greece's support of Egypt within the EU, especially at difficult times.

Promoting national diversity

During the press conference, El-Sisi addressed concerns about Saint Catherine's Monastery.

He described the allegations that Egypt might harm the monastery as contrary to Egypt's principles and long-standing tolerance.

He cited reconstructing 65 churches that extremists destroyed as an example of the state's commitment to religious freedom. "If there were Jewish citizens in Egypt, we would have built synagogues for them," El-Sisi added. He stressed that the eternal agreement between the monastery and the state remains untouched.

"I will not allow malicious rumors about the monastery to tamper with our relations with Greece," El-Sisi said.

Gaza war

The two leaders stressed the importance of restoring the Gaza ceasefire, releasing captives and detainees, and ensuring sufficient humanitarian aid to alleviate the worsening crisis.

Furthermore, they affirmed the importance of implementing the two-state solution as the only guarantee for achieving lasting peace and sustainable stability in the region.

They also emphasised the urgent need for concerted regional and international efforts to prevent escalation.

"After 18 months, Gaza's infrastructure has been destroyed and the humanitarian issue still persists," El-Sisi said. He rejected using starvation and denial of medical services as weapons against civilians.

He also emphasised complete rejection and condemnation of any attempts to forcibly displace the Palestinian people from their land under any pretext.

In addition, the Egyptian president stressed the need to reach a just and comprehensive settlement for the Palestinian cause. He affirmed that Palestinians' rights will not be lost over time, nor undermined by efforts to fragment, annexe, or alter the demographic reality of Palestinian land.

"We must work toward the establishment of a Palestinian state along the 4 June 1967 borders, with East Jerusalem as its capital, as per international legitimacy and resolutions," El-Sisi said.

The Greek PM also demanded an end to Israeli aggression on Gaza and an increase in humanitarian aid. He praised Egypt's central role in achieving calm and delivering aid to Gaza.

"Egypt plays a pivotal and strong role in regional efforts to resolve the Gaza crisis," Mitsotakis said. He also commended the Egyptian plan for the early recovery and reconstruction of Gaza.

Middle East crises

Furthermore, both leaders discussed the situation in Syria, Lebanon, Libya, Sudan, and the security of Red Sea navigation. They also discussed the Russia-Ukraine conflict.

In addition, the Greek PM emphasised the impact of regional instability on global maritime trade, citing the Suez Canal. He called to address maritime security in a special UN Security Council session.

Mitsotakis said Egypt and Greece's positions remain steadfast despite the turbulent international situation. He praised Egypt's role in resolving crises in the Middle East.

The Egyptian president met with his Greek counterpart, Konstantinos Tasoulas, at the Presidential Palace in Athens earlier on Wednesday.

This is El-Sisi's fifth visit to Greece since assuming presidency in 2014.
