Aboul Gheit said Gaza faced “the most horrific humanitarian catastrophe of our modern era”, pointing to severe shortages of food, water, and medicine under Israel’s blockade.
He accused Israel of pursuing a “starvation policy” and “a war of genocide” against more than two million Palestinians.
“Day after day, the famine worsens … the destruction of infrastructure, the cessation of all aspects of human life in the Gaza Strip, and the forced displacement of innocent people from their land,” he said in a statement on Tuesday.
The appeal urged world governments to assume their “legal and moral responsibilities” and put Gaza “on the conscience of the world”.
Aboul Gheit also paid tribute to humanitarian workers across the Arab region, saying they continued to risk their lives in conflict zones to alleviate suffering.
He stressed the need to uphold international humanitarian law and the Fourth Geneva Convention, and to guarantee the protection of civilians and aid workers.
World Humanitarian Day, held annually on 19 August, is this year being marked under the slogan: For Humanity.
