Egyptian foreign minister Badr Abdelatty held a phone call with his Russian counterpart, Sergey Lavrov, on Tuesday to discuss the Israeli war on Gaza and Cairo’s water security concerns.

Abdelatty briefed Lavrov on Egypt’s mediation efforts with Qatar and the United States to secure a ceasefire in Gaza, facilitate aid entry, and arrange prisoner and captive exchanges.

He said progress had been achieved in recent Cairo consultations with the Palestinian delegation around a plan proposed by US special envoy Steve Witkoff and accepted by Hamas.

Responsibility, he stressed, now lies with Israel to approve the deal, while international pressure is urgently needed to ease Gaza’s humanitarian catastrophe.

Abdelatty also spoke about preparations for an international conference on Gaza’s recovery and reconstruction once a ceasefire is reached.

The ministers discussed Egypt’s water security, with Abdelatty reiterating Cairo’s concerns over the Nile and warning against unilateral measures that breach international law.

Egypt had firmly rejected Ethiopia’s repeated imposition of unilateral measures related to the Grand Ethiopian Renaissance Dam (GERD) and the Nile River, especially following the Ethiopian prime minister's announcement in July that the multi-billion-dollar mega-dam on the Blue Nile is complete and will be officially inaugurated in September.

Abdelatty underlined that Egypt would take “all measures permitted under international law” to safeguard its share of the river.

Regional issues were also raised, including Iran’s nuclear programme.

Abdelatty urged renewed cooperation between Tehran and the International Atomic Energy Agency (IAEA) to build confidence and promote stability.

Lavrov, meanwhile, briefed him on the outcome of the 15 August US–Russia summit in Alaska, calling it a step toward creating conducive conditions to address the Ukraine crisis.

On bilateral ties, both sides voiced satisfaction with the progress of the Egypt–Russia strategic partnership.

Abdelatty highlighted Egypt’s appreciation for its historic and strategic partnership with Moscow, particularly under the framework of the Comprehensive Strategic Partnership Agreement.

He pointed to advances in major joint projects, including the Dabaa nuclear power plant and the Russian Industrial Zone in the Suez Canal Economic Zone.

He also noted growing momentum in political consultations and technical committees, reflecting both countries’ commitment to deepening economic, trade, and scientific cooperation.
