Upon arrival, President El-Sisi was received by Ruhakana Rugunda, the Ugandan president’s special envoy for special duties, along with Egyptian Ambassador to Uganda Monzer Selim and members of the Egyptian embassy in Kampala, according to a presidency statement.
The Egyptian president inspected a guard of honour at the airport before heading to the presidential palace in Entebbe for official talks with Museveni.
El-Sisi travelled to Uganda from Kenya, where he participated in the two-day Africa–France Summit, titled “Africa Forward: Africa–France Partnerships for Innovation and Growth,” held on 11–12 May under the overarching theme “Africa Forward.”
The summit brought together more than 30 African heads of state and government, French President Emmanuel Macron, UN Secretary-General António Guterres, senior officials from international and regional financial institutions, and representatives of African and French businesses.
Discussions at the Nairobi summit focused on economic growth, digital transformation, energy cooperation, climate action, and reforms to the global financial system to improve African countries’ access to sustainable financing.
The summit was jointly hosted by Kenya and France. It marked the first Africa–France summit to be co-hosted by an English-speaking African country, reflecting what organizers described as a shift toward a more balanced partnership centred on investment and mutual economic development.
During the Nairobi visit, El-Sisi held a series of bilateral meetings on the sidelines of the summit, including talks with Kenyan President William Ruto, where both leaders stressed cooperation on Nile Basin issues and water security.
El-Sisi reaffirmed Egypt’s commitment to cooperation that achieves mutual benefit for all Nile Basin countries while safeguarding water security interests.
He also met IMF Managing Director Kristalina Georgieva in Nairobi and reiterated Egypt’s commitment to economic reform despite regional challenges.
In his address to the summit, the Egyptian president outlined Egypt’s and Africa’s priorities for reforming the international financial system, stressing that “there is no development without peace and no peace without development.”
El-Sisi also attended the official summit dinner at the Kenyan presidential palace, hosted by Ruto and Macron, where African leaders discussed development partnerships and regional crises affecting the continent.
