The declaration was signed in the presence of Egyptian Foreign Minister Badr Abdelatty, who said it builds on the strategic partnership launched during French President Emmanuel Macron's visit to Egypt in April 2025.
Speaking after the signing, Abdelatty said the agreement adopts a “comprehensive approach to migration”, combining border management with efforts to address the economic and social factors that drive irregular migration.
He welcomed France's commitment to expanding cooperation in higher education, vocational training, skills development, and employment, saying such measures could help tackle the underlying causes of migration.
Abdelatty also called for greater international support for countries hosting large displaced populations, saying Egypt continued to shoulder a significant burden as a destination for refugees and asylum seekers.
The foreign minister said Egypt's national strategy to combat irregular migration and migrant smuggling had prevented boats carrying irregular migrants from departing the country's Mediterranean coast for Europe in recent years, saying this reflected Cairo's commitment to securing its borders and contributing to regional stability.
