The bill was drafted and introduced by MP Ahmed El-Sigini, the chairman of the Local Administration Committee in the House.

"The draft law aims to address three issues: the problem of the spread of stray dogs in the streets, the possession of dangerous animals without a license, and other issues related to ownership of dogs," explained MP El-Sigini.

The passing of such bill would represent a first step in a long-term strategy to find a comprehensive solution for the problem of the stray dogs, he added.

El-Sigini introduced the draft bill as many MPs sounded the alarm on the danger posed by stray dogs to the public.

In 2022, hospitals treated hundreds of individuals from serious dog bites and some of these victims have actually died, Minister of Health and Population Khaled Abdel-Ghaffar told the Local Administration Committee in the House last month. 

"This problem is part of a worldwide phenomenon on the streets of many capitals," noted El-Sigini.

"In Egypt, we have to address it by setting up animal shelters and providing proper medical care for animals as other countries do," he stressed.
