The decision was announced on Monday by Prime Minister Mostafa Madbouly, who clarified that the decision would apply to government employees working in finance, administration, and IT roles.

However, he made it clear that employees in public-facing roles, such as customer service and law enforcement, would continue their regular office-based duties on Sundays.

Which employees will shift to remote work?

Government bodies whose employees will be required to work from home are as follows:

  • Labour directorates in all governorates
  • Organization and administration directorates in all governorates
  • The General Office of the Ministry of Local Development
  • The General Office of the Ministry of Planning and Economic Development and its affiliated entities.
  • The Central Agency for Organization and Development(CAOD)
  • The Ministry of Labour
  • The Accountability State Authority (ASA)
  • The Central Agency for Public Mobilization and Statistics (CAPMAS)
  • The General Office of the Ministry of Agriculture
  • The General Office of the Ministry of Communications and Information Technologies
  • The Ministry of Youth and Sports
  • All directorates of youth and sports in all governorates
  • The Ministry of Investment
  • The Ministry of Culture
  • The Ministry of Trade and Industry
  • The Ministry of Social Solidarity
  • The Ministry of Tourism and Antiquities’ bodies that do not directly deal with citizens
  • Various sectors of the Ministry of Petroleum (excluding those in the Egyptian General Petroleum Corporation, holding companies, the Egyptian General Authority for Mineral Resources, and their subsidiary companies and those under the rotational system, workers in fields, and other public-facing work sites)

Which employees are exempt?

While the majority of government employees will work remotely, exempted employees who will continue their in-person work on Sunday include:

  • Health and education directorates' personnel
  • Employees responsible for monitoring building violations
  • Operations room and crisis management employees
  • Those with specific administrative roles

The Egyptian Cabinet approved in May a six-month trial period for a remote work system for a number of employees at the Ministry of Telecommunication and Information Technology as well as the Central Agency for Organization and Administration.

At that time, the government said that by the end of the period, the results of the trial will be presented to the Cabinet for further evaluation.

The heat wave that began on 17 July resulted in a surge in daily electricity consumption straining the natural gas network that fuels power plants and pushing the government to implement daily load-shedding.
