The week-long event, hosted by the Egyptian Federation for Scouts and Girl Guides, includes over 2,000 scout members from 176 countries.
According to its official website, the event, the first in-person conference since 2017, provides a unique opportunity for scouts to reconnect, collaborate, exchange ideas, and strengthen unity.
It merges the World Youth Forum and conference into a single event, taking scout leaders on an adventure to propel the World Organization of the Scout Movement into its fascinating next chapter.
Under the theme “A New Adventure,” the event celebrates scouting’s values and fosters growth and development worldwide while embracing our youthful spirit and sense of fun.
The opening session was held Saturday evening at the Qubba presidential palace in Heliopolis, under the patronage of Egyptian President Abdel-Fattah El-Sisi. Minister of Youth and Sports Ashraf Sobhy and Deputy Secretary-General of the United Nations Amina Mohammed, among others, were also present.
In a recorded speech at the opening session, Prime Minister Mostafa Madbouly emphasized that holding the conference demonstrates Egypt's commitment to the role of scouting in shaping individuals.
He affirmed the government's dedication to empowering youth in sustainable development and building a brighter future for generations, giving the Egypt Vision 2030 strategy as a clear example.
The strategy, he added, aims for a comprehensive transformation across various sectors by enhancing the quality of education, improving infrastructure, raising living standards, and fostering economic and social development.
He also highlighted the launch of the government's 2024 programme, which he said focuses on the development of Egyptian individuals.
Madbouly noted that the programme aims to improve education and public health, create jobs, and promote human values and principles that foster a strong, proactive identity.
Furthermore, he emphasized the critical role of scouting in instilling these values, teaching leadership and teamwork skills, cultivating a spirit of public service, and encouraging youth to engage with their communities.
The premier also stressed the government's commitment to providing resources and opportunities to support innovation, creativity, and scouting in Egypt.
