Madbouly inspects EGP 4.7 bln Haya Karima water, sanitation projects in Giza

Egypt is implementing 70 water and sanitation projects in the El-Saf and Atfeeh districts of Giza governorate at a total cost of EGP 4.7 billion, Prime Minister Mostafa Madbouly said on Tuesday during an inspection tour of the area.

Madbouly visited villages in El-Saf district to review progress on projects under the presidential Haya Karima rural development initiative, with a focus on drinking water and wastewater infrastructure, according to a cabinet statement.

At the start of the visit, the prime minister said the tour aimed to assess implementation rates and accelerate the entry of completed projects into operation, particularly sanitation schemes, which remain limited in parts of rural Giza.

The prime minister inspected the Al-Fahmeyeen sewage pumping station in Al-Fahmeyeen village, part of an integrated sanitation project designed to expand wastewater coverage by extending networks and connecting households.

According to the Ministry of Housing, the station serves a population of 32,171 and includes three submersible pumps, each with a capacity of 95 litres per second, with a total design capacity of 15,000 cubic metres per day. The project has so far enabled 2,790 household sewage connections and feeds into the Al-Hassar Al-Qibliya pumping station.

Housing Minister Sherif El-Sherbiny said the Ministry of Housing has implemented 70 projects in El-Saf and Atfeeh districts under the initiative, covering water, sanitation, and related infrastructure, with total investments of EGP 4.7 billion.

Giza Governor Adel El-Naggar said sanitation projects under the initiative have expanded service coverage to previously underserved villages in El-Saf district, adding that the governorate is working to meet construction timelines and technical standards.

Madbouly also inspected the station’s main components and control systems as part of efforts to ensure operational readiness.

The prime minister was accompanied by Deputy Prime Minister for Human Development and Minister of Health and Population, Khaled Abdel Ghaffar; Minister of Local Development and Acting Minister of Environment, Manal Awad; and other senior local officials.

The visit came a day after Madbouly reviewed progress on the second phase of Egypt’s Universal Health Insurance System (UHIS), as the government moves to increase budget allocations in the coming fiscal year for both the insurance programme and the Haya Karima initiative.

Finance Minister Ahmed Kouchouk said funding for both programmes will rise in the next fiscal year to support expanded coverage and continued investment in healthcare and rural infrastructure.

Launched in 2019 by President Abdel Fattah El-Sisi, Haya Karima is Egypt’s main rural development programme, serving 60 million citizens and targeting basic services and infrastructure in underserved villages. The first phase delivered about 23,000 projects in 1,477 villages across 20 governorates, benefiting an estimated 18 million people, according to government figures.

The Ministry of Planning said implementation of the first phase reached 86.5 percent, with total spending of EGP 298.3 billion, nearly two-thirds of it directed to Upper Egypt.

The second phase, scheduled to begin in fiscal year 2025/2026, will cover 1,667 villages in 20 governorates and is expected to benefit more than 21 million people. Approximately EGP 25 billion is earmarked for planned projects, such as 18 drinking water plants, 315,000 household water connections, 97 wastewater facilities with a combined capacity of one million cubic metres per day, and around 1.8 million household sewage connections.
