Speaking during a review of state agencies’ capabilities to confront crises and disasters, held as part of the inauguration of the State Strategic Command in the New Capital, President El-Sisi said the new headquarters represents a “very strong entity” for coordinating Egypt’s response to any challenge or crisis.
The president, who is also the supreme commander of the Armed Forces, said Egypt is a large country with many responsibilities towards its citizens, stressing that the state's role extends beyond meeting daily needs to ensuring preparedness for emergencies and protecting people during crises.
He called on state agencies and institutions to conduct crisis simulations once or twice a year, similar to practices in developed countries, warning that “a random response in dealing with crises doubles their consequences.”
El-Sisi said such drills should be carried out across government bodies and at locations that host large numbers of people, including universities, schools, and hospitals, to ensure personnel are properly trained, and equipment remains at the highest level of readiness.
The president said the state is committed to anticipating risks, assessing different scenarios, and improving planning, stressing the importance of keeping citizens informed about developments and encouraging constructive public engagement.
“It is important for people in Egypt to see and hear us,” El-Sisi stated. “The role of the state and the media is to affirm and highlight this, so that citizens know that matters are managed only through assessments and different plans to meet the stable living needs of more than 120 million people.”
El-Sisi also extended his greetings and appreciation to Egyptian state agencies on the inauguration of the State Strategic Command headquarters, which he said is responsible for management and coordination across the state and its governorates.
“This is not something we invented, but countries that seek to protect their citizens during different crises must continuously work to develop their capabilities and resources,” he added.
He noted that civil protection units already exist in every governorate, but said it had become necessary to intensify and expand these efforts by establishing an entity capable of providing strong support in confronting any crisis or disaster Egypt may face.
“What we saw is only a small part, and we have a sufficient volume of every element to confront more than one crisis or disaster in more than one location within the state,” El-Sisi added.
Prime Minister Mostafa Madbouly also delivered a speech at the event, describing the State Strategic Command as a national achievement that embodies Egypt’s vision to build an integrated system for command, control, and operations management.
Madbouly said the new headquarters demonstrates the Armed Forces' progress in strategic planning and operational readiness, strengthening their ability to protect national security and safeguard the country's resources in line with the latest international standards.
He added that the facility is not only an advanced centre for strategic command but also hosts the Egyptian Military Academy, which he described as a leading model for preparing and qualifying cadres across the state through advanced education and training.
The prime minister said rapid global changes, regional and international crises, natural disasters, and other unconventional challenges require states to raise their readiness and improve the efficiency and responsiveness of their institutions.
He said the review offered a practical demonstration of the state’s ability to mobilize equipment, agencies, and personnel to respond quickly to crises and disasters through full coordination among ministries, governorates, and authorities.
“Strong states are measured by their resilience and readiness, and by their ability to confront crises and deal with them swiftly and seriously,” Madbouly said.
“This is where the importance of this major edifice lies. It is the state’s mind, fortress, and arm, protecting it from various external and internal risks,” he added.
Madbouly explained that the National Authority for Crisis and Disaster Management, based at the State Strategic Command, will be responsible for coordinating all state agencies and facilities in confronting crises and disasters.
He said the headquarters has been equipped with the latest systems and technologies, while personnel and cadres have been trained to ensure rapid response to different developments.
The event also featured a defence industry display showcasing military vehicles designed, developed, and equipped using the Armed Forces' manufacturing capabilities and technical expertise.
The displayed systems were designed and produced in line with the latest global technologies to meet the requirements of different missions, according to the presentation.
Among the items displayed was the 30 June aircraft, described during the event as a source of pride for Egyptian industry. The aircraft is used to support decision-makers with information needed to assess developments across the state’s strategic directions.
The display also included Rafale 1200 multi-role combat RIBs, used to counter maritime terrorism, conduct raids on isolated coastal targets, and provide fire support to naval special forces units.
The review further showcased equipment and vehicles used in counterterrorism operations, equipped with advanced technical systems to enhance operational efficiency.
These included Military Police units, motorcycle formations, security vehicles, armed Military Police patrols, armoured combat vehicles capable of operating in desert, mountainous, and rugged terrain, light combat vehicles used by special forces, Ford Patriot armoured vehicles, and combat RIBs.
The inauguration forms part of Egypt's broader efforts to modernize its military and administrative infrastructure and build an advanced command-and-control system that meets international standards, strengthens national security, and improves the management of strategic operations.
The project also reflects the state’s continued efforts to develop strategic institutions and enhance the readiness of the Armed Forces amid regional and international changes, reinforcing Egypt’s capacity to protect its national security and preserve its resources.
