The decision to lift the travel ban on American non-governmental organisation (NGO) and US-government funded workers was made by an appeal judge in the North Cairo Criminal Court.
According to Judge Abdel-Moez Ibrahim, head of the Cairo Appeal Court, the decision was made by an appeal judge whose name he declined to give. Ibrahim, however, went on to affirm that the decision was legal.
