The total casualty toll from Saturday's building collapse in Alexandria reached 22 dead and seven injured on Wednesday, when rescue crews ended their mission after ensuring that no more survivors remained buried in the rubble.
Building owner Mohamed Ibrahim was arrested on Monday on charges of having ignored previous safety warnings.
Speaking to local media, the head of Alexandria's security directorate accused local building owners of criminal negligence for ignoring official safety warnings and failing to maintain their properties.
The 11-storey building in Alexandria destroyed three neighbouring homes when it collapsed. Witnesses said that the building had been home to four families and a bakery, although it was not immediately possible to confirm how many tenants had occupied the building.
Egypt has seen a number of building collapses in recent years, often owing to construction violations or inadequate maintenance.
It was not the first time for Egypt's second city to witness such a tragedy.
In 2010, an Alexandria factory collapsed leaving 26 dead and ten injured. The factory had been built in 1965 without a construction license.
And in 2008, 11 people were killed in Alexandria when the four-storey building in which they were sleeping collapsed without warning.
