Saad has been appointed as Egypt's ambassador to Bulgaria and non-resident ambassador to North Macedonia by a presidential decree.
El-Kheshen holds a Master's degree in political science from the American University in Cairo. He joined the diplomatic service in 2004.
The new cabinet spokesperson had previously served at the Egyptian Embassy in the Central African Republic, the Permanent Mission of Egypt to the United Nations in Geneva, the Permanent Mission of Egypt to the United Nations in New York, and the Mission for the Protection of Egyptian Interests in Tehran.
El-Kheshen had worked at various departments in the General Bureau of the Ministry of Foreign Affairs, including crisis management, political planning, specialized international agencies, disarmament affairs, peaceful uses of nuclear energy, and climate, environmental, and sustainable development management.
Saad had served as cabinet spokesman since October 2018. He now assumes the position of extraordinary delegate and minister plenipotentiary with the title of ambassador to Bulgaria.
Saad had worked in the Egyptian embassies in Washington, Malawi, and Ankara.
