Egypt 2025 Senate elections see 17 % voter turnout; runoffs set for 5 seats

Egypt’s National Election Authority (NEA) has announced a 17.1 percent voter turnout in the 2025 Senate elections, with 195 of the 200 elected seats decided in the first round. Runoffs will be held for the remaining five seats.

During a press conference on Tuesday, NEA Chairman Hazem Badawy revealed that 11.8 million voters cast ballots out of 69.3 million eligible citizens.

Of the total votes cast, 11.3 million were valid, representing 95.6 percent, while 516,818, representing 4.3 percent were invalid, he added.

Turnout varied by governorate, with Cairo recording 26.12 percent, Giza 27.17 percent, and Alexandria 16.21 percent.

This figure marks a noticeable increase compared to the 14.2 percent turnout recorded in the 2020 Senate elections.

Badawy announced that the National Unified List – the only closed party list in the race – secured victory in the elections.

The National Unified List secured victory in all four constituencies: Cairo and South & Central Delta, North, Central & South Upper Egypt, East Delta, and West Delta.

The list, which was running unopposed, secured more than the required 5 percent of valid votes in each of the four constituencies to win the seats.

As for individual seats, the authority noted that 95 of the 100 seats were decided in the first round.

Runoffs will be held for the remaining five seats, with ten candidates competing.

Two seats each are in the governorates of Gharbia, Beni Suef, and New Valley, and one each in Luxor and Ismailia.

According to the NEA, runoff voting for Egyptians abroad will take place on 25-26 August, followed by domestic runoff voting on 27-28 August. 

Final runoff results will be announced on 4 September.

On 4-5 August, domestic voting took place in the 2025 Senate elections across 8,286 polling stations nationwide, and under full judicial supervision and amid tight security measures.

On 1-2 August, Egyptians abroad concluded their voting in the 2025 Senate elections across 136 polling stations at Egyptian embassies and consulates in 117 countries.

A total of 9,500 judges from the State Lawsuits Authority and the Administrative Prosecution Authority oversaw the Senate elections.

According to the NEA, 428 candidates competed for individual seats in the 2025 Senate elections, including 186 independents and 242 affiliated with political parties.

The Senate, Egypt’s upper chamber of parliament, serves in a consultative capacity, with legislative authority residing in the House of Representatives.

The 300-member Senate is composed of three equal parts: one-third elected via individual candidacy, one-third through closed party lists, and one-third appointed by the president.

Women must hold at least 10 percent of the seats. Members serve five-year terms.

Parliamentary elections for the House of Representatives are scheduled to take place in November, marking the next stage in Egypt’s electoral calendar.
