Final day of voting begins in 30 annulled 1st-phase parliamentary constituencies

Egyptians returned to the polls on Thursday for the second and final day of voting in 30 parliamentary constituencies where results from the first phase of the 2025 House of Representatives elections were annulled by the High Administrative Court's final rulings.

Polling stations opened at 9am across the affected governorates, with voting held under full judicial supervision.

A senior security source at the Ministry of Interior told the Middle East News Agency (MENA) that security forces arrested 84 individuals on the first day of voting for allegedly trying to influence voters in favour of certain candidates.

According to the source, those detained were found carrying campaign cards and money intended for distribution to voters near polling stations in Minya, Beheira, Luxor, Sohag, Alexandria, Gharbia, Assiut, Aswan, and New Valley.

He said all required legal measures had been taken, the Public Prosecution had begun its investigation, and security forces would “continue to act firmly against any attempt to disrupt the vote or interfere with voters’ choices.”

Thursday’s polling concludes the first-round re-run inside Egypt, following the overseas vote held on 8–9 December.

The National Elections Authority (NEA) set 10–11 December for in-country voting in the 30 constituencies after the High Administrative Court overturned earlier results and ordered a full repeat of the balloting.

Voters in these constituencies are choosing among 623 candidates competing for 58 seats.

The NEA, chaired by Counsellor Hazem Badawy, said it would hold a press conference later on Thursday to announce the results of the elections in the 20 constituencies from the first phase. Nineteen of these were annulled by an NEA decision, while one constituency, Itsa, remained valid after appeals before the High Administrative Court.

The NEA invited local and international media and journalists to attend the press conference, to be held at the authority’s headquarters at 2pm on Thursday.

A total of 446 candidates contested 41 seats across the 19 constituencies annulled by the NEA during the first phase of the House of Representatives elections, covering seven governorates.

According to the NEA’s timetable, first-round results for the re-run constituencies will be announced on 18 December.

Should runoffs be required, voting will take place for Egyptians abroad on 31 December and 1 January, and inside Egypt on 3–4 January, with final results set to be declared on 10 January.

The NEA said it received 80 complaints on the first day of voting in the 30 court-ordered rerun constituencies. Executive Director Ahmed Bendary said polling stations closed “smoothly and without major disruption.”

Most complaints, he said, concerned crowding at polling stations, prompting the deployment of additional judicial staff.

Allegations of voter misdirection and group voting were investigated and found to be unsubstantiated, while reports of delayed openings and limited access for observers were resolved immediately.

Bendary added that complaints by political parties and candidate agents were reviewed and addressed, including facilitating access for representatives in line with NEA regulations.

Five reports of alleged vote-buying were referred to the relevant authorities.

Complaints were filed across 10 governorates, with the highest numbers recorded in Minya, Luxor, and Aswan.
