The decision follows the resignation of former Culture Minister Gihane Zaki, who was appointed to the post in July 2026, after Madbouly accepted her resignation on Tuesday.
Zaki stepped down after the Court of Cassation upheld a final ruling against her in an intellectual property dispute with writer Soheir Abdel-Hamid.
In a statement announcing her resignation, Zaki said she respected the Egyptian judiciary and had resigned to spare the government any embarrassment over what she described as a personal legal matter. She added that she would continue to pursue all legal avenues available, including filing a petition for reconsideration of the ruling.
On Monday, the Court of Cassation rejected Zaki's appeals and upheld a previous Economic Court ruling ordering her to pay EGP 100,000 in compensation to Abdel-Hamid and withdraw the disputed book from circulation after finding that it contained extensive verbatim passages from the writer's work.
Madbouly thanked Zaki for her efforts during her brief tenure and wished her success in her future career.
