23:00 Israel Prime Minister Benjamin Netanyahu said that he will continue to operate militarily against Lebanon even if a ceasefire deal is reached.
"The most important thing is not (the deal that) will be laid on paper," Netanyahu told the Israeli parliament.
"We will be forced to ensure our security in the north (of Israel) and to systematically carry out operations against Hezbollah's attacks... even after a ceasefire", to keep the group from rebuilding, he said.
22:50 The Lebanese government has largely endorsed a US truce proposal to end the Israel war on Lebanon and was preparing final comments before sending a response to Washington, a Lebanese official told AFP on Monday.
France and Washington have spearheaded ceasefire efforts, with Lebanese officials on Friday saying the government was reviewing a US truce proposal in the Israel-Hezbollah conflict.
On Monday, a government official who has been following the talks closely said "we have made much progress. Lebanon has a very positive view on this proposal."
"We are finalising our last remarks about the US wording of the draft," the official added.
Another government official told AFP Beirut was "waiting for US special envoy Amos Hochstein to arrive so we can review certain outstanding points with him".
Both sources, who requested anonymity to discuss sensitive matters, said Hochstein was expected in Beirut this week.
They also said Israel had yet to respond to the truce plan.
Later Monday, US State Department spokesperson Matthew Miller told reporters that the US had been "sharing proposals, both with the Government of Lebanon and the Government of Israel. Both sides have reacted to the proposals we have put forward".
"There has been an exchange of different ideas for how to see what we believe is in everyone's interest, which is the full implementation of UN Security Council Resolution 1701, and we're going to continue to stay at that process," he added.

22:30 Gaza's interior ministry said at least 20 people were killed in an operation targeting "gangs" that looted trucks bringing aid into the war-torn territory threatened with famine.
"More than 20 members of gangs involved in stealing aid trucks were killed in a security operation carried out by security forces in cooperation with tribal committees," the ministry said in a statement.
"Today's security operation will not be the last," it said, adding that "the phenomenon of truck thefts... has severely impacted society and led to signs of famine in southern Gaza".
The statement called the operation "the beginning of a broad security campaign that has been long planned and will expand to include everyone involved in the theft of aid trucks".

Minister Bayram, who met with Berri today, said Hezbollah’s function “is to make sure the Israeli aggression fails to achieve its goals, while negotiation is for the state and the government.”
A Western diplomat familiar with the talks told The Associated Press there is a sense of “cautious optimism.”
The efforts are aimed at re-establishing a UN buffer zone in southern Lebanon established after the 2006 Israeli war on Lebanon.

The Anadolu Agency report late Sunday said Israeli authorities requested permission for the plane to access Turkish airspace on its way to Baku, Azerbaijan, where Herzog was scheduled to attend the COP29 conference on climate change.
The agency based its report on unnamed Turkish officials. It did not say when the permission was denied. A statement from Herzog's office said the decision to cancel the president's trip to Baku was due to “the situation assessment and for security reasons." It did not comment on the Turkish report.
14:23 Families of the Israelis held in Gaza are protesting outside the residence of Prime Minister Benjamin Netanyahu in West Jerusalem to demand an exchange with Palestinian prisoners held in Israeli jails.

14:19 The International Rescue Committee (IRC) urged immediate access to humanitarian aid to northern Gaza following a dire warning from the UN-backed Integrated Food Security Phase Classification’s (IPC) Famine Review Committee. The committee’s latest findings indicate that famine is likely “imminent” in the area.
“The situation in Northern Gaza is now beyond crisis point," Bart Witteveen, the IRC country director for the occupied Palestinian territory, said.
In a statement, the IRC described the report, issued two weeks ago, as evidence of a “sharp and alarming deterioration” compared to last month’s projection of a “tripling” in the number of people facing food shortages in the coming months.
“The worst-case scenario may already be underway. Across Gaza, starvation, malnutrition, and excess mortality due to malnutrition and disease are rapidly increasing," the IRC said.
"Over 80% of humanitarian aid into Gaza is currently blocked, with deliveries now at their lowest levels since October 2023," it added.
"The situation is critical. We have days, not weeks, to take decisive action to alleviate these dire conditions. The warnings from humanitarian organisations have been clear and consistent: failure to act will lead to more preventable deaths of civilians," Witteveen added.
"The Government of Israel must fulfill its obligations to ensure that people across Gaza can access food, medical supplies and other basic necessities needed for the survival of the population. Lives are now hanging in the balance," he affirmed.

14:00 Yemen's Houthi group threatened to hit vessels of German shipping firms passing near the Red Sea or using Israeli ports, the German shipowners' association VDR said.
The emailed warnings sent to the German industry body and cargo carriers in recent months were "attempts at intimidation," VDR executive Irina Haesler said.
The threats were "directed against ships that call at Israeli ports, as well as against those that pass through the Red Sea, the Bab al-Mandab Strait, the Gulf of Aden, the Arabian Sea and the Indian Ocean", the association said.
"Regardless of their location, ships with supposed links to Israel are considered potential targets," it said.
13:30 The European Union's outgoing top diplomat, Josep Borrell, said he had "no more words" to describe the situation in the Middle East before chairing the bloc's last planned meeting of foreign ministers.
"I exhausted the words to explain what's happening in the Middle East," Borrell told reporters, barely concealing his frustration at the EU's failure to weigh on the Israeli-Palestinian conflict during his five-year mandate.
"There are no more words," he said. "It's about 44,000 people killed in Gaza, the whole area is being destroyed, and 70 percent of the people being killed are women or children."
"The most frequent ages of casualties are children below nine years old," said the 77-year-old foreign policy chief.
Borrell confirmed he would urge ministers Monday to suspend a political dialogue with Israel — part of a wider agreement governing trade ties — over the humanitarian situation in Gaza.
However, numerous member states, including key powers France, Germany, Italy, and the Netherlands, are expected to give the proposal short shrift.

12:40 A 10-page new report from the municipality of Amsterdam reveals that Israeli fans initiated key violence surrounding the Ajax vs. Maccabi Tel Aviv match in November, contradicting earlier portrayals of the clashes as an "antisemitic pogrom" against Jews, as spread by Western media and officials.
The report documents that the violence began when Maccabi fans pulled down a Palestinian flag and attacked a taxi in the city centre. Tensions escalated as fans set off fireworks, shared inflammatory posts, and chanted racist slurs. After the game, Maccabi supporters, armed with sticks, vandalized property.
Amsterdam Mayor Femke Halsema, who initially described the violence as a "pogrom," clarified on Sunday evening that she did not intend to compare it to WWII-era violence.
She also expressed frustration with Israel’s reaction, saying the Dutch authorities were "overtaken by Israel," with Prime Minister Netanyahu commenting on the situation before Amsterdam had gathered the facts.

The denials come after an Arab diplomat told The Times of Israel that senior members of Hamas’ abroad leadership left Qatar last week for Turkey.
