The three industrial complexes will focus on chemical, engineering, food and pharmaceutical domains as well as construction materials and textiles.
In a statement on Saturday, Samir said this falls within the framework of a presidential initiative dubbed "Your factory ready for licensing" that aims at securing jobs for youth and supporting small businesses.
He said the project of establishing industrial complexes aims at expanding small and medium sized enterprises, noting that this comes at the top of his ministry's priorities.
He said President Abdel-Fattah El-Sisi offered unprecedented support for the project which aims at pushing forward industrial development and promoting local industries through backing supply chains.
He noted that the tender falls within the ministry's plans to establish 17 industrial complexes in 15 governorates at a total cost of EGP 10 billion.
