Dcode EFC has built its report on the International Budget Partnership (IBP), a global partner with civil society, budget analysts, government champions, and community organizers.
According to the report, Egypt has achieved 54 points in budget oversight, compared to 44 points in 2021, exceeding the global average of 45 points for the first time.
The country has also achieved 49 points in financial transparency and data availability, compared to 43 points in 2021, exceeding the global average of 47 points.
Furthermore, Egypt's public participation has jumped by 16 points to 35 out of 100, up from 19 out of 100 in 2021, ranking eighth globally and first in the Middle East for the second consecutive year.
This came due to the Ministry of Finance's endeavours to empower women and other groups' participation in the preparation stages of the state's general budget, including budget formulation, implementation, follow-up and control, and the expansion of coordination with municipalities and governorates' offices.
Additionally, the IBP report explained that this significant improvement resulted from the huge efforts exerted by the finance ministry for over nine years to develop a transparency and financial disclosure framework.
According to the Open Budget Survey 2023 published in May, Egypt advanced six points to rank 63rd out of 125 countries in budget accountability.
