The agreement was signed in Cairo by Minister of Planning, Economic Development, and International Cooperation Rania Al-Mashat and Spanish Foreign Minister José Manuel Albares during the visit of King Felipe VI of Spain.
The signing took place on the sidelines of the Egyptian-Spanish Business Forum, which opened on Thursday.
Al-Mashat said the deal marks a new phase of equal partnership, dialogue, and joint action, adding that it will deepen Egypt-Spain ties and strengthen their historic relationship.
The agreement builds on the Strategic Partnership signed in February 2025 and is the first of its kind worldwide for the Spanish Agency for International Development Cooperation (AECID).
It sets a framework for cooperation in inclusive growth, climate action, food security, water and sanitation projects, and gender equality and expands collaboration into regional and trilateral programmes.
A joint Egyptian-Spanish committee will oversee implementation and monitoring to ensure progress on shared priorities.

According to Al-Mashat, the partnership aligns with the UN Sustainable Development Goals and Egypt’s Vision 2030, reflecting the growing momentum in bilateral relations under the leadership of both countries.
Egypt and Spain elevated their ties to a Strategic Partnership in February 2025 during President Abdel-Fattah El-Sisi’s visit to Madrid, paving the way for King Felipe VI and Queen Letizia’s first state visit to Egypt, which is scheduled to conclude on Friday.

Bilateral trade between Egypt and Spain reached $1.5 billion in the first half of 2025, down slightly from $1.6 billion during the same period in 2024, according to figures from the Central Agency for Public Mobilization and Statistics (CAPMAS) on Wednesday.
