CPA warns of stiff fines for fraudulent 'White Friday' offers in Egypt

The Consumer Protection Agency (CPA) has issued a stern warning to retailers and online sellers ahead of Egypt’s White Friday or 11/11 discount season, cautioning that any misleading or fraudulent promotions could result in fines of up to EGP 2 million.

CPA Chairman Ibrahim Elsegini directed intensified field inspection campaigns and the activation of electronic monitoring systems to track sales activity across markets and e-commerce platforms, ensuring full transparency in advertised discounts and offers.

He stressed that the agency “will not tolerate any attempt to mislead or exploit consumers,” emphasizing that violators will face immediate legal action.

Elsegini explained that the agency, through its Advertising and Misleading Content Monitoring Unit, is closely tracking promotional campaigns on social media, online marketplaces, and traditional media to verify the accuracy of advertised discounts, products, and prizes.

He noted that the CPA has set strict rules for promotional offers, obligating businesses to clearly display both original and discounted prices, disclose the exact discount percentage, and avoid false or inflated offers.

Announcing discounts on items whose prices were previously raised, he added, constitutes a deceptive practice punishable under consumer protection law.

Retailers are also required to issue an official invoice showing prices before and after the discount and the actual reduction percentage to ensure transparency and consumer confidence.

Elseginii added that the CPA’s oversight extends to promotional contests and prize campaigns, warning that fake or unapproved competitions exploiting consumers’ personal data will be met with immediate legal action.

All such promotions must clearly state participation terms, prize values, and selection methods to avoid misleading consumers.

The agency has established a central operations room, operating throughout November in coordination with its regional branches, to monitor markets and online platforms in real time and to respond swiftly to violations and complaints.

Elsegini concluded that these measures aim not only to curb deceptive practices but also to promote fair competition and responsible business conduct during the high-demand shopping season, reinforcing public trust in Egypt’s consumer protection framework.
