Egypt, EU advance strategic partnership with high-level economic talks

The Ministry of Planning, Economic Development and International Cooperation hosted two delegations from the European Commission for extensive discussions on structural reforms and the development grant programme, as part of ongoing efforts to implement the economic dimension of the Egypt–European Union (EU) Strategic Partnership.

According to a statement by the ministry on Tuesday, the meetings, held in the New Capital, follow the signing of the second phase of the Macro-Financial Assistance (MFA) mechanism during the Egypt–EU Summit in Brussels last October, co-chaired by President Abdel-Fattah El-Sisi and European Commission President Ursula von der Leyen.

From 10 to 12 November, a high-level delegation from the Directorate-General for Economic and Financial Affairs held technical consultations with Egyptian counterparts to discuss the policy framework and reform agenda linked to the first 1 billion euro tranche of the MFA’s second phase.

Minister of Planning, Economic Development and International Cooperation Rania Al-Mashat emphasized the importance of the strategic partnership with the EU, describing it as a cornerstone for advancing mutual interests and supporting Egypt’s economic reform trajectory.

“This partnership enhances Egypt’s macroeconomic resilience and supports our efforts to navigate global economic fluctuations,” she said.

Al-Mashat noted that the MFA mechanism is part of a broader cooperation framework encompassing trade, investment, and macroeconomic support.

The second phase, valued at 4 billion euros, was finalized following a year-long coordination between Egyptian institutions and the European Commission to develop a matrix of 87 structural reforms under Egypt’s National Structural Reform Programme.

In parallel, from 9 to 13 November, the ministry held consultations with a delegation from the Directorate-General for Neighbourhood and Enlargement Negotiations to discuss priorities for allocating 600 million euros in development grants for the 2026–2027 cooperation period.

Among the key outcomes was the signing of a 75 million euro financing agreement for the EU Support for Local Implementation of Social and Economic Reforms programme, under the NDICI–Global Europe framework.

The EU also announced an additional 110.5 million euros in funding for 2025 to support sustainable development, economic governance, vocational training, and future-ready skills development.

The recent engagements come within the framework of the 7.4 billion euros support package announced under the Egypt–EU Strategic Partnership for the 2024–2027 period. The package includes 5 billion euros in concessional financing through the MFA, 1.8 billion euros in investment guarantees, and 600 million euros in development grants.

The ministry affirmed that recent months have witnessed tangible progress in activating cooperation frameworks, reflecting the strength of Egypt–EU relations and their shared commitment to stability and sustainable development.

The first Egypt–EU Summit, held on 22 October in Brussels, marked a pivotal moment in the evolving partnership between Cairo and the European Union.

Co-chaired by President Abdel-Fattah El-Sisi, President of the European Council António Costa, and President of the European Commission Ursula von der Leyen, the summit underscored the shared commitment to deepening political and economic cooperation between the two sides.

The summit focused on advancing bilateral relations and reinforcing the Strategic and Comprehensive Partnership launched in March 2024.

This framework encompasses six key pillars: political relations, economic stability, trade and investment, migration and mobility, security and demography, and human capital development.

 

Financial framework and economic stability
 

The EU has committed a 7.4 billion euro support package for Egypt covering 2024–2027. This includes €600 million in grants for shared priorities, including 200 million euros for migration and mobility, 5 billion euros in concessional macro-financial assistance (MFA) to underpin Egypt’s reform agenda, and 1.8 billion euros in additional investments mobilized through the European Fund for Sustainable Development Plus (EFSD+).

In December 2024, a 1 billion euro short-term MFA tranche was disbursed to stabilize Egypt’s economy. A further 4 billion euro MFA programme, adopted at the Egypt–EU Summit in June 2025, supports deeper reforms, business climate improvement, and the green transition.

Investments and trade
 

The EU–Egypt Investment Conference, held in Cairo in June 2024, boosted cooperation in renewable energy, the circular economy, digitalization, and skills development, generating around 49 billion euros in agreements across industries. The launch of the EU–Egypt Guarantee for Development Mechanism in June 2025 aims to mobilize up to 5 billion euros in investments by 2027.

In the first half of 2025, EU-supported projects worth 800 million euros targeted renewable energy, SMEs, and water resource management. Implementation continues on the EU–Egypt Joint Declaration on Water Cooperation (December 2023) to promote sustainable agriculture and environmental resilience.

Security and migration
 

EU assistance under the European Peace Facility reinforces Egypt’s national security and civilian protection. Joint leadership in the Global Counter Terrorism Forum since May 2023 underscores strategic alignment.

Annual Security Dialogues focus on organized crime, border management, and coordination with EU agencies such as Europol, Frontex, and the European Union Agency for Law Enforcement Training (CEPOL).

The operationalization of the 200 million euros migration package supports comprehensive cooperation on refugee protection, return and reintegration, anti-smuggling efforts, and legal migration pathways under the Talent Partnership framework.

In April 2025, Egypt concluded negotiations to join Horizon Europe, enhancing cooperation in research, innovation, and capacity-building.
