Egyptian firms to get priority in Sudan infrastructure reconstruction per new agreement

Egyptian firms are to be given priority in rebuilding Sudan's war-torn infrastructure under an agreement reached at a meeting of the joint Egyptian-Sudanese Trade and Industry Committee on Monday.

Both sides target vital sectors, including electricity, water, healthcare, and education, as Sudan seeks to rebuild following its internal conflict, according to a statement released by the Egyptian Ministry of Investment and Foreign Trade.

The meeting was presided over by Egyptian Minister of Investment and Foreign Trade Hassan Al-Khatib and Sudanese Minister of Industry and Trade Mahasen Ali Yaqoub.

During the meeting, Egypt also pledged to supply technical support to restart Sudanese factories damaged by the war and to take on training Sudan’s customs personnel in January 2026.       

Egypt is leading efforts to accelerate Sudan's post-war reconstruction as the conflict between the Sudanese regular army and the Rapid Support Forces (RSF) enters its third year, leaving millions in need of urgent aid.

During Monday’s meeting, the two countries also inked a package of agreements to boost bilateral trade, prioritize commodity trading, establish a logistics zone along the Egyptian-Sudanese border and apply Egyptian expertise to develop Sudanese manufacturing capabilities.

The two sides will also establish a system to ensure bilateral acceptance of conformity certificates that prove that the products meet safety, quality and regulation standards.

As per the statement, a conference for the directors of land border crossings from both Egypt and Sudan will be held in January 2026 to improve coordination and address congestion issues across the borders.

Additionally, the two countries also agreed to revise the previously signed agreement to improve investment relations by utilizing Egyptian expertise in free zones management to establish a centralized point of services, according to the statement.

The next committee meeting will be held in Khartoum, during the first half of 2027.

Minister Al-Khatib said regular committee meetings and coordination between the Egyptian and Sudanese public and private sectors would accelerate progress in achieving their respective economic goals.

He said this aligned with Egypt's efforts to reach $145 billion in exports, increase the share of manufacturing in GDP to 20 percent and attain 7 percent real GDP growth.

Minister Yaqoub stressed the need to develop bilateral trade relations and exchange expertise and training to remove obstacles hindering growth in bilateral trade, which reached nearly $1.15bn in 2024.

 

On a related note, Egypt intends to use Sudan's raw materials and available labour to implement joint industrial projects supporting both countries' economies, according to a statement from Egypt's Ministry of Industry and Transport on Tuesday.

Deputy Prime Minister for Industrial Development and Minister of Industry and Transport Kamel Al-Wazir outlined the plans during a meeting with his Sudanese investment and trade minister.

The proposed projects span several key sectors. In the livestock and leather goods industry, the two countries plan to establish automated slaughterhouses and tanneries in Sudan to maximise returns from Sudanese meat and leather production.

The pharmaceutical sector will see the construction of factories for veterinary medicine production in Sudan, in coordination with Egypt's Chamber of Pharmaceutical Industries, the statement added.

Egypt is also preparing feasibility studies to establish fertilizer factories in Sudan, working in coordination with Egypt's Chamber of Fertilizer Industries to enhance bilateral industrial integration.

According to the statement, a previously signed memorandum of understanding between the Central Bank of Egypt and the Central Bank of Sudan will be updated to include areas of governance, financial inclusion, anti-money laundering measures and combating the financing of terrorism.
