Egypt finalizes new entrepreneurship charter for startups: Madbouly

Prime Minister Mostafa Madbouly said on Tuesday that Egypt has finalized a national entrepreneurship charter and is moving to implement a package of measures aimed at supporting startups.

Madbouly made the remarks during a meeting in the New Capital to review government efforts to develop the entrepreneurship sector, attended by members of the Ministerial Group for Entrepreneurship and the Advisory Committee for the Digital Economy and Entrepreneurship.

He said entrepreneurship is a government priority and that a ministerial working group, alongside an advisory committee of experts, has been overseeing policy development in the sector.

Madbouly added that the government is considering establishing a unified institutional body for entrepreneurship to serve as a single point of contact for startups, investors, and relevant ministries. The proposal, he said, aims to address regulatory and financing challenges and streamline support mechanisms.

Minister of Planning, Economic Development, and International Cooperation Rania Al-Mashat said the ministerial group has adopted policies targeting startups at different stages of development, from early formation through expansion and exit.

She said the group has held around 50 meetings involving 250 public and private entities and startup representatives, identifying about 80 policy measures based on feedback from the sector.

Several initiatives are ready for launch, Al-Mashat said, including a unified definition of startups in line with Law No. 152 of 2020, a government guide to startup services, a consolidated financing initiative, and a programme targeting mature startups.

Additional measures under discussion include regulatory facilitation, a dedicated government contact point and website, and an observatory to track the implementation of entrepreneurship policies.

Prime Minister’s advisor for entrepreneurship, Amr El-Abd, said the government’s approach is based on three pillars, starting with recognising entrepreneurship as a driver of economic growth rather than a standalone sector.

He said the second pillar focuses on addressing existing challenges through better coordination among stakeholders, while the third seeks to position Egypt as a regional and global hub for entrepreneurship to attract investment and build investor confidence.

Officials also reviewed the current state of Egypt’s startup ecosystem and discussed a proposed government initiative to stimulate investment in startups by mobilising private-sector and venture capital funding alongside public resources.
