FRA issues 10 new non-banking financial activities licenses

Egypt’s Financial Regulatory Authority (FRA) has approved the issuance of ten new licenses for several non-banking financial activities, as part of a push to expand investment and citizens' access to financial services, the cabinet stated on Tuesday.

Non-banking financial sector entities are firms that provide financial services outside the traditional banking system, such as leasing, insurance, consumer finance, and Buy Now, Pay Later (BNPL) services.

Egyptian firm International Credit Rating Solutions received a license to operate in securities valuation, rating, and ranking, making it the second company in the Egyptian market and the first Egyptian company to obtain such a license.

Egypt’s non-banking financial sector plays a major role in supporting the national economy, with the FRA supervising and regulating activities such as insurance, capital markets, mortgage finance, financial leasing, and securitization. The regulator oversees licensing, market stability, transparency, and investor protection.

Meanwhile, Egyptian firms Sigma Capital and Aspire Securities and Bonds also acquired licenses to operate in futures brokerage. They will act as intermediaries, executing orders to buy or sell futures contracts on behalf of investors on a futures exchange.

This brings the total number of companies licensed to conduct futures brokerage activities to eight since the launch of the derivatives market on the Egyptian Exchange (EGX) in March 2026.

The move forms part of a broader plan to diversify investment tools, expand the investor base and develop Egypt’s capital market.

The total financing provided by Egyptian non-banking financial sector entities regulated by the FRA reached EGP 1.4 trillion by the end of 2025.

The non-banking financing sector also accounted for about 54 percent of Egypt’s total financial ecosystem, surpassing the traditional banking sector's share of overall financial activity.

By the end of 2025, the total number of operating entities in the capital markets sector had reached 978, including 253 listed firms, 538 operating firms and 172 investment funds.

The FRA also issued a temporary license to Egyptian firm Med Right Health Solutions to operate as a specialized medical insurance company, making it the first firm to receive a temporary license in this field.

Allianz-affiliated, Dubai-headquartered Nextcare Health also received a temporary license to operate as a healthcare programme management company, bringing the total number of firms operating in this field to eight.

Other approved licenses included two granted to Egyptian real estate financing company Co Wealth, allowing it to promote and underwrite securities as well as manage real estate investment funds and financing.

Co Wealth was first licensed by the FRA to conduct real estate financing activities in November 2025, investing in real estate assets within the Egyptian market.

Another license to operate a real estate investment fund was granted to the real estate investment fund of Egyptian digital investment platform Thndr. The platform allows users to invest in local and regional assets, including stocks, mutual funds, and gold, through its mobile application.

The Commercial International Bank's (CIB) non-banking financial services subsidiary, the Commercial International Finance Company (CIFC), was also granted a license to conduct financial leasing activities alongside mortgage financing and factoring.

Financial leasing contract values rose 50.8 percent to EGP 179.2 billion in 2025 across 44 licensed operators, while factoring portfolios grew by 77.3 percent to EGP 132.2 billion across 41 entities.

Egypt’s non-bank financial services and fintech firm MNT-Halan also acquired a license to conduct real estate financing and factoring.

MNT-Halan provides digital financial services, including mobile wallets, payment cards with instant credit limits, bill payments, instalment plans, savings products and e-commerce transactions.
