Infinity Power and Hassan Allam Utilities Energy have signed a power purchase agreement (PPA) with the Egyptian Electricity Transmission Company (EETC) for the development of a 1-gigawatt (GW) wind power project in Ras Shokeir, Red Sea Governorate, the companies said Tuesday.

Under the agreement, EETC will purchase electricity generated by the project once it becomes operational.

The project will cover approximately 143 square kilometres within the Gulf of Suez wind corridor and will add 1 GW of renewable generation capacity to Egypt’s national grid once operational.

The Ras Shokeir Wind Project is expected to generate enough electricity to power more than 1.2 million Egyptian homes and avoid more than 1.36 million tons of carbon dioxide emissions annually, according to the companies.

The PPA was signed by Mona Rizk, chairperson of EETC, and Nayer Fouad, co-founder and CEO of Infinity Power and chairman of Ras Shokeir Wind Energy Company, representing the Infinity Power-Hassan Allam consortium.

The project will be developed in Ras Shokeir, one of Egypt’s key wind corridors in the Gulf of Suez, where strong wind resources provide favourable conditions for large-scale wind power generation.

The PPA sets out the terms under which EETC will purchase electricity generated by the project, marking a key step in its development.

Infinity Power and Hassan Allam Utilities Energy are jointly developing the project, combining local development capabilities with regional renewable-energy expertise.

The project is expected to contribute to Egypt's efforts to expand renewable-energy generation, diversify its energy sources, strengthen energy security, and reduce carbon emissions from the power sector.

“Ras Shokeir reflects the scale of ambition required to accelerate Egypt’s energy transition. This milestone underscores our commitment to investing in large-scale renewable energy infrastructure that strengthens energy security and advances the country’s long-term decarbonization objectives,” Amr Allam, CEO of Hassan Allam Holding, said.

Mohamed Ismail Mansour, co-founder and chairman of Infinity Power, said the company appreciates the Egyptian government’s continued support for the renewable-energy sector and efforts to create an attractive investment environment.

He added that the Ras Shokeir project represents an important step towards Infinity Power’s target of reaching 10 GW of operational renewable-energy capacity by 2032.

Nayer Fouad, co-founder and CEO of Infinity Power, said the project would provide reliable clean electricity to more than one million Egyptian homes while supporting the country’s energy transition and increasing the contribution of renewable sources to its energy mix.

Omar Hosny, chief development officer of Energy and Water at Hassan Allam Utilities, said signing the PPA was a critical milestone for the Ras Shokeir project.

He noted that the project combines a strong wind resource, a strategic location, and the scale required to make a significant contribution to Egypt’s national grid.

Infinity Power is a renewable-energy company operating in Africa and a joint venture between Infinity and Masdar. The company develops renewable-energy projects using solar and wind power, as well as technologies including battery storage, and aims to reach 10 GW of operational capacity by 2032.

It currently has an operational portfolio of 1.3 GW across Egypt, South Africa, and Senegal, which the company says helps avoid more than 3 million tons of CO₂ emissions annually, as well as a development pipeline of 16 GW, including around 3 GW in near-term projects.

Hassan Allam Utilities is the infrastructure investment and development arm of Hassan Allam Holding, operating across Egypt and the wider region.

Established in 2017, the company operates in renewable energy, water, transport and logistics, and social infrastructure through specialized platforms, including Hassan Allam Utilities Energy and Hassan Allam Utilities Logistics.

In renewable energy, Hassan Allam Utilities says it is contributing to more than $3.5 billion in investments, with a diversified portfolio of 3.3 GW of projects under development.
