"Unfortunately, despite highest efforts, complex production issues meant that the show could not be constructed in the desert," Live Nation added.
"We understand that this news is disappointing and not the outcome any of us desired. Refunds will be issued to all ticket holders of the point of purchase," Live Nation said.
Scott, 32, is a hugely popular artist with a massive teenage following and over 50 million Spotify followers, with some of his songs garnering more than a billion views on YouTube.
Scott's doomed concert had been the subject of wild controversy after many Egyptians called for its cancellation on the ground that the superstar exhibits "anti-Egyptian Afrocentrist" attitudes, and promoted "satanic rituals".
Earlier this month, the Egyptian Musicians Syndicate cancelled the permit for the show, charging that Scott's music contravenes traditional Egyptian values.
Live Nation said, "We sincerely apologize for any inconvenience this cancellation may have caused and appreciate your understanding."
