Contemporary wars are not determined by firepower alone, with their outcomes being increasingly shaped by access to information, rapid decision-making, and effective crisis management.
This awareness inspired the establishment of the Egyptian State Strategic Command, which embodies Egypt’s vision of sophisticated command systems incorporating advanced military technologies and the latest approaches in military operations and national security management.
President Abdel-Fattah Al-Sisi’s inauguration of the massive new strategic command centre, the Octagon, in the New Capital this week marks the official declaration of Egypt’s entry into the age of digital dominance and comprehensive readiness to safeguard the nation.
Egypt thus stands among the major powers in its possession of the instruments of technological and knowledge-based deterrence.
“This command centre is not solely tasked with managing military situations; it is a fundamental pillar in the state’s capacity to confront challenges and exceptional circumstances,” President Al-Sisi said while inaugurating the new complex.
He noted that it “operates with a comprehensive vision and advanced systems that place the nation’s security and stability above all else and keep pace with a world where changes are accelerating at an unprecedented rate.”
Called the Octagon, the new national military headquarters is the largest of its kind in the world. Covering an area of 22,000 feddans, approximately 9,240 hectares, the complex comprises around 2,800 buildings designed in accordance with the highest international standards.
Foremost among these are eight principal buildings arranged in an octagon and linked to each other and to the buildings in the centre by a network of corridors, thereby ensuring seamless information flow and coordination to facilitate rapid and precise planning and decision-making.
A qualitative leap in the command-and-control systems of the Egyptian Armed Forces, the Octagon houses complex and tightly integrated infrastructure for operations management, strategic communications, and crisis and emergency management.
These systems have been designed to enhance response speed, precision of coordination, and the efficacy of the management of a broad range of situations and emergency scenarios. They reflect Egypt’s modern defence philosophy for building comprehensive national power as part of a holistic philosophy that combines the acquisition of advanced weapons systems with advanced command, control, communications, and information management systems that rival those of the world’s leading militaries.
With these advances, the Egyptian Armed Forces are better poised to carry out their mission to safeguard Egypt’s national security and strategic assets and resources with the efficiency and professionalism that have become their byword.
At the heart of the complex are its state-of-the-art data systems, which meet the highest standards of processing, storage, and digital security. The Strategic Data and Information Centre at the Octagon comprises more than 11 specialised data centres in addition to day-to-day operational centres, all of which are fully integrated and equipped with safeguards to ensure uninterrupted operation and control.
The centre’s Main Operations Centre enables real-time command and control over national defence and security operations across the country.
The State Defence Coordination Centre brings the defence-related functions of various government agencies and organisations together in one place and draws on large strategic databases to facilitate clear, thorough, and dynamic assessments, thereby enhancing the efficiency and efficacy of decision-making and crisis management.
The Operations and Management Centre complements this process with its fully automated systems that enable it to oversee all vital facilities and networks of the State Strategic Command.
The sweeping transformation the Octagon represents extends beyond military and defence infrastructure to include education and human-resource development.
The Egyptian Military Academy, the Military Academy for Postgraduate and Strategic Studies, the Military College of Administrative Sciences, and 11 other specialised academies are all housed within the complex. These institutions aim to raise the academic and professional standards of Egyptian officers, as measured by the latest international educational benchmarks.
This entire human and technological ecosystem is supported by robust security infrastructure, and all data associated with the Octagon are secured within fully fortified underground centres, while the above-ground structures have been engineered to ensure a high level of resistance to explosions and protection against potential air attacks.
In addition, the complex is equipped with an array of defence systems capable of countering the world’s most sophisticated weapons, and it is also linked to Egyptian satellites that provide the State Strategic Command with essential real-time intelligence and remote sensing data.
This unique fortified structure is thus equipped to withstand the most challenging scenarios and to address all potential threats to the nation and its interests.
Major-General Adel Al-Omda, military adviser at the Military Academy for Postgraduate and Strategic Studies, said the establishment of the Octagon conveys several messages. The most important are strength and deterrence, as embodied by this military command-and-control headquarters and the multiple functions it is designed to perform with optimum efficiency.
He underscored the significant advances in command, control, and communications systems that the new centre represents, with these ensuring effective and timely responses to both conventional and unconventional threats. He also noted how the complex meshes with the ongoing comprehensive modernisation programme of the Egyptian Armed Forces in the fields of armaments, military infrastructure, and technology, operational management, and human resource development.
This programme is grounded in a set of scientific principles that have been applied consistently since President Al-Sisi inaugurated it after assuming office in June 2014.
“The inauguration of the Octagon confirms Egypt’s determination to continue to build its strategic institutions despite the turbulent regional environment,” Al-Omda said, adding that it simultaneously reflects the scope of Egypt’s regional responsibilities and the multifaceted nature of its role in protecting its national interests and securing its strategic environment.
It strengthens Egypt’s position as a centre of regional security and stability.
Another message conveyed by the inauguration was directed to the Egyptian people and says that Egypt is investing in the construction of strong institutions capable of defending the homeland and its resources.
“The Egyptian Armed Forces are fully equipped to handle all aspects of modern warfare and multi-domain operations that require the integration of land, naval, air, air defence, cyber, and information capabilities in order to protect Egypt’s national security and support regional stability within the framework of a defence policy that prioritises deterrence and the preservation of security and peace,” Al-Omda said.
