During a press conference, Hartmann also stated that Palestinian civilians have the right to live in dignity and safety.
They must also be allowed to have access to humanitarian aid, including the substantial aid Germany has contributed to through the United Nations and entities like the Red Cross.
Hartmann added that Germany believes in the two-state solution as a path to ensure long-term peace.
"Germany has taken part in meetings with different states to exchange about how to reach that solution, while taking into consideration security guarantees for both sides," he pointed out.
He added that Arab nations including Egypt are playing an important part in trying to reach a peaceful solution.
"Germany is not part of this conflict, but we have a responsibility for contributing to the efforts that try to avoid further escalation and reach a peaceful solution," Hartmann concluded.
Negotiators from the US, Egypt, and Qatar are working on a framework deal under which Hamas would release some of the dozens of captives it holds, in exchange for the release of some of the thousands of Palestinians held in Israeli prisons and a six-week halt in fighting.
During the temporary pause, negotiations would continue over the release of the remaining captives.
On Tuesday, Egyptian Minister of Foreign Affairs Sameh Shoukry reiterated Cairo's stance calling for an immediate ceasefire and for Israel to refrain from carrying out any military operation in the southern Gaza city of Rafah – the last refuge for more than 1.4 million displaced Palestinians – warning against the catastrophic consequences on the regional peace.
During his speech before the high-level segment (HLS) of the 55th session of the United Nations Human Rights Council (UNHRC), Shoukry also reviewed Egypt's efforts since the outbreak of the crisis to ensure the sustainable flow of urgent humanitarian aid to the Gaza Strip, stressing that Egypt will continue its efforts to reach a ceasefire.
Regarding the worsening humanitarian conditions in the Gaza Strip, Shoukry emphasized the necessity of implementing the UN Security Council (UNSC) resolutions to ensure safe, sustainable, and urgent access to humanitarian aid across the Strip, and to enable humanitarian organizations to carry out their tasks.
