The Islamic Resistance Movement (Hamas) said in a statement following the latest round of talks in Qatar that Netanyahu was "fully responsible for thwarting the efforts of the mediators, obstructing an agreement, and (bears) full responsibility for the lives" of captives in Gaza.

Hamas added that it acted responsibly in dealing with the efforts of their brotherly mediators in Qatar and Egypt and all proposals aimed at reaching an agreement to stop the aggression against Palestinians and finalize a prisoner exchange deal.

This is out of concern for sparing shedding blood and putting an end to the genocide, ethnic cleansing, and brutal massacres committed by the occupation government and army against Palestinians in the Gaza Strip.

"We also expressed our approval of the mediators' proposal on 6 May 2024, welcomed President Biden's announcement, and supported the UN Security Council resolution,” Hamas stated, agreeing upon the proposal presented by the mediators on 2 July 2024.

Following the issuance of the trilateral statement, the movement asked the mediators to present a plan for implementing what they had proposed and what Hamas had agreed upon “to stop Netanyahu's procrastination and his imposition of more conditions and obstacles to reaching an agreement, which serves his strategy of prolonging the aggression,” according to the statement.

Hamas added that, after listening to the mediators regarding the recent round of talks in Doha, it became clear to them once again that Netanyahu is still placing obstacles in the way of reaching an agreement.

The movement highlighted that the new proposal aligns with Netanyahu's conditions, particularly his refusal to agree to a permanent ceasefire, his insistence on not fully withdrawing from the Gaza Strip, and his demand to continue occupying the Netzarim junction, the Rafah crossing, and the Philadelphi Route.

"Netanyahu also introduced new conditions regarding the prisoner exchange file and backtracked on other terms, which prevents the completion of the exchange deal," according to the statement.

Hamas holds Netanyahu fully responsible for the failure of the mediators' efforts, for obstructing the conclusion of an agreement, and for the lives of his prisoners, who are facing the same danger as Palestinians due to his continued aggression and systematic targeting of all aspects of life in the Gaza Strip.

The movement said it reaffirms their commitment to what they agreed upon on 2 July, which is based on Biden's announcement and the Security Council resolution.

Hamas called on the mediators to assume their responsibilities and compel the Israeli occupation to implement what had been agreed upon.

Mediators announced that talks are due to resume in Cairo before the end of this week.
