In a joint statement after talks in Cairo, the Palestinian factions committed to "transfer the management of the Gaza Strip to a temporary Palestinian committee composed of independent technocrats from the strip," tasked with running "daily affairs and basic services in cooperation with Arab brothers and international institutions."
They added that the committee would operate "based on transparency and national accountability," calling for "the creation of an international committee to supervise the financing and implementation of Gaza’s reconstruction."
The Palestinian factions' meetings in Cairo, facilitated by Major General Hassan Rashad, the head of the Egyptian General Intelligence Service, were attended by representatives of Hamas, Islamic Jihad, the Popular Front for the Liberation of Palestine, the Democratic Front for the Liberation of Palestine, the Palestinian Democratic Reform Current, and the Palestinian National Initiative.
On Thursday, ahead of the factions' meeting on Friday, Rashad met with Palestinian Vice President Hussein al-Sheikh and Palestinian Intelligence Chief Majed Faraj in Cairo to bolster joint coordination in support of the Gaza ceasefire.
According to the Egyptian news websites, a Hamas high-level delegation led by Khalil al-Hayya also met with Palestinian Vice President Hussein al-Sheikh on Thursday in Cairo.
In their statement, the Palestinian factions reaffirmed their commitment to the terms of the ceasefire agreement, brokered by Egypt, Qatar, Turkey and the US, and in effect since 9 October.
In that vein, the factions demanded "the withdrawal of occupation forces from the Gaza Strip, the full lifting of the blockade, the reopening of all crossings including Rafah, the entry of humanitarian and medical supplies, and the start of a comprehensive reconstruction process that restores normal life and ends the suffering of citizens."
The factions also praised Arab and international efforts to halt the war, "including the role played by President Trump."
In their statement, the factions urged the United Nations to pass a resolution establishing temporary international forces to monitor the ceasefire and ensure stability across Gaza.
"We emphasize the necessity of taking all necessary measures to preserve security and stability throughout all parts of the Gaza Strip," the statement read.
The Palestinian factions condemned Israel’s preliminary approval of a bill to impose sovereignty over the occupied West Bank, calling it "a dangerous aggression against Palestinian rights."
They also commended "the position of US President Donald Trump rejecting this move and pledging to stop it."
"The current stage required "a unified Palestinian stance and a political vision that rejects all forms of annexation and displacement, whether in Gaza, the West Bank, or occupied Jerusalem."
The statement hailed "the steadfastness of the Palestinian people, especially in the Gaza Strip, and the sacrifices of the martyrs, the wounded, and the prisoners," and urged "collective efforts to end the suffering and open a political horizon that guarantees a better future."
"National unity is the decisive response to these policies," the factions said, calling for "practical and serious steps to implement it on the ground."
The factions agreed to continue joint coordination "to unify visions and positions to confront the challenges facing the Palestinian cause," including convening "an urgent meeting of all Palestinian forces and factions to agree on a national strategy and to reactivate the Palestine Liberation Organization as the sole legitimate representative of the Palestinian people."
The statement described the moment as "decisive and historic," pledging to make the Cairo meetings "a true turning point toward national unity in defence of the Palestinian people and their right to life, dignity, freedom, and self-determination, and to establish their independent state with Jerusalem as its capital."
"The participants expressed their thanks to Egypt, led by President Abdel-Fattah El-Sisi, and to the mediators for their efforts in supporting and assisting the Palestinian cause."
The Cairo talks between the Palestinian factions came as part of Egypt’s sustained efforts to foser Palestinian unity, consolidate the Gaza ceasefire between Israel and Palestinian resistance groups, advance reconstruction efforts, and reaffirm Cairo’s firm opposition to any unilateral Israeli actions against the Palestinian people.
The meetings are also part of Cairo’s preparations for its hosting of an international Gaza reconstruction conference in November.
