"I am very happy to join one of the big clubs in Egypt and Africa, It is a dream that comes true," the 23-year-old wrote on his Instegram account on wednesday.
El-Zennari, a product of the military club youth teams, produced a string of fine displays during his 30 appearances with the team last season.
Last May, he was called-up by former Pharaohs coach Ehab Galal but has not yet made any international appearances.
"I promise the club fans to do my best to help the club win all possible titles," he said.
El Zennari becomes the White Knights' fourth new signing in this summer transfer window after Moroccan midfielder Zakaria El-Wardi, Senegalese forward Ibrahima Ndiaye, and Egyptian international midfielder Nabil ‘Dunga’ Emad.
Also on Wednesday, Zamalek announced the list for their African campaign this year, which included their former fullback Omar Gaber.
Gaber, 30, returns to his home in the White Knights after spending three years with Pyramids FC following short spells at Swiss club FC Basel and United States side LAFC.
