The matches are slated to begin in the early weeks of September.
"The new season of the Egyptian Premier League will commence at the beginning of the third week of September," Swilam told a television programme early on Friday.
"The final date for the draw will be determined following negotiations with Amer Hussien, the head of the Competitions Committee, and the EPL," he added.
Swilam also expressed the EPL members' intention to support all 18 league teams, particularly considering the ongoing challenging circumstances faced by public teams such as the newly promoted club Mahallah.
In the previous season, Ahly secured their 43rd Egyptian Premier League title.
In related news, Amer Hussien recently disclosed that the Egyptian Football Association (EFA) is awaiting a decision from the Confederation of African Football (CAF) regarding the scheduling of their tournaments.
"We are eagerly anticipating the CAF announcement, particularly regarding the dates of the newly established African Football League championship, which will determine the starting date of the Egyptian Premier League," said Hussien during a television program.
The official draw for the African Football League competition is scheduled to take place in early September 2023.
This tournament will showcase the participation of eight clubs from across the continent, vying for the continental title and substantial prize money.
According to the South African Football Association's official website, the newly formed competition will span four weeks, with knockout stage matches from two groups of four teams commencing on October 20, 2023.
