"We have received the approval of the authorities to allow up to 20,000 fans for local games," Ahmed Diab, EPL chief, said during the draw ceremony held on Monday.
"We have requested to have the full capacity, but that's what we got until now. We are still in talks and we aim to increase the number."
Egyptian football games have been played behind closed doors for over a decade since the Port Said disaster that left 74 people killed in 2012.
The ban has been partially lifted over the past couple of years amid repeated demands to allow fans into the stadiums.
"When we arrived two years ago, only 50 supporters were allowed. Now we have 10,000 and we will continue our efforts until having full capacity," Diab added.
The new season is set to kick off on 18 September and end on 30 July 2024.
