The World governing body did not disclose the reason for the latest sanction, though it is likely linked to unpaid dues owed to a former player, coach or another club.
The cash-strapped Cairo side have been repeatedly sanctioned by FIFA for outstanding payments over the past years, including three times this month.
While FIFA did not provide details of the three separate cases, it said the restrictions would remain in place until all disputes are settled.
The new sanction deepens Zamalek’s troubles and is expected to hit their plans to strengthen the squad in the January transfer window.
Zamalek, who last won the Egyptian Premier League in 2022, have struggled for consistency this season.
They sit third on 22 points, seven behind leaders Masry, who have played one game more.
The five-time African champions opened their Confederation Cup group-stage campaign on Sunday with an unconvincing 1-0 home win over Zambia’s ZESCO United.
