Ahly have yet to officially unveil the 23-year-old, who is expected to become the club's first signing of the summer transfer window.
Abdallah impressed for ENPPI last season, scoring six goals and providing three assists in 24 appearances across all competitions.
His performances earned him a call-up to Egypt's preliminary squad for the World Cup under coach Hossam Hassan, although he was omitted from the final squad that travelled to the United States.
Reports suggested that Enppi midfielder Aly Mahmoud is also close to joining Ahly, with the two clubs in advanced negotiations over a potential transfer.
Ahly are expected to unveil new head coach Houcine Ammouta on Tuesday after appointing the Moroccan to a two-year contract in mid-June.
The Cairo club are rebuilding their squad after a disappointing campaign in which they failed to win a major trophy.
