The Ittihad Jeddah defender has just returned to action after around three months of absence due to a serious muscle injury that he picked up while playing with Egypt at the African Cup of Nations earlier this year.
He played with his Saudi club last month but still needs to resume his rehabilitation program, according to the Egyptian Football Association (EFA).
Egypt will launch their campaign in the Nations Cup qualifiers on Sunday when they host Guinea in their Group D opener. They will face Ethiopia away from home four days later.
"Hegazi underwent medical tests on Wednesday and the medical staff allowed him to resume his rehabilitation program in Spain," the EFA said in a statement.
"If he fully recovers, he will join up with the team ahead of the Ethiopia and South Korea games."
Egypt will meet South Korea in friendly in Seoul on 14 June.
