Despite initially being included in the primary foreign-based players squad, Salah's name was noticeably absent from the final list released on Sunday.
Salah's exclusion follows comments by Ehab El-Komy, a board member of the Egyptian Football Association (EFA), who revealed last week that the national team staff encountered difficulties reaching the Liverpool star for the March camp.
Additionally, reports in the Egyptian media suggest Liverpool requested the EFA exclude him.
Arsenal midfielder Mohamed Elneny has also been left out of the Egypt squad.
However, Trabzonspor winger Mahmoud 'Trezeguet' Hassan, Eintracht Frankfurt winger Omar Marmoush, and Nantes striker Mostafa Mohamed have all earned spots in the team.
The Pharaohs are preparing to participate in a friendly tournament in the UAE, scheduled for 22 to 26 March.
Tunisia, Croatia, and New Zealand will be the other participating teams.
Egypt's opening match will be against New Zealand on 22 March. The winner of that match will face the victor between Tunisia vs Croatia.
Egypt’s squad saw the return of several domestic players who were excluded from the 2023 AFCON, including Ahly’s winger Hussein El-Shahat and midfielder Mohamed Afsha Magdy.
Hassan, 57, is taking charge of the Pharaohs for the first time after being appointed following the dismissal of Portuguese coach Rui Vitoria in February.
Vitoria was relieved of his duties after failing to guide the record seven-time CAF Africa Nations Cup champions past the round of 16.
Egypt, who were finalists in the 2022 AFCON edition, had a disappointing performance in the 34th edition of the tournament in Cote d'Ivoire, failing to secure a victory and being eliminated by DR Congo in a penalty shootout
Hossam Hassan, with 69 goals in 178 appearances, holds the title of Egypt's all-time top scorer.
