Toulan has arranged a training camp from 1 to 9 September to prepare the squad ahead of the tournament.
Former Arsenal midfielder Elneny, 33, who currently plays for Al Jazeera in the UAE, will lead the team.
The squad features seasoned players such as Ahly winger Hussein El-Shahat, Ceramica Cleopatra midfielder Amr El-Sulaya, and Zamalek defenders Omar Gaber and Mahmoud "El-Wensh" Hamdi.
Egypt has been drawn into Group C alongside Jordan, the United Arab Emirates, and the winner of the qualifier between Mauritania and Kuwait.
