The Confederation of African Football (CAF) unveiled a ten-man list for the prestigious award on Thursday, marking the absence of the Liverpool star.
Salah claimed the award in 2017 and 2018. He secured the runner-up position in 2019 and 2020, following Senegalese winger Sadio Mane's victories.
In 2023, he finished third, with Nigerian striker Victor Osimhen and Moroccan fullback Achraf Hakimi ahead of him.
The 32-year-old first appeared on the CAF list in 2013 as part of a preliminary 30-player roster before being excluded from the final ten-man selection.
He was absent from the 2014 nominees but has been a consistent feature on the list since 2015.
During the previous season, Salah scored 25 goals in 44 matches across all competitions for Liverpool. In the current season, he has netted seven goals in 12 games.
The CAF has announced that the award winners will be revealed on December 16 in Marrakech, Morocco.
