They said the Golden Spike was likely to be this year's first start in Europe for Bolt, who is set to defend his Olympic 100-metre and 200-metre gold in August in London.
The news came in the wake of Bolt's withdrawal from the Camperdown Classic event in Kingston, Jamaica last Saturday that sparked concerns about his health which were later denied by Bolt's coach.
The Golden Spike organisers earlier confirmed Cuba's world record holder Dayron Robles for the 110-metre hurdles race at Ostrava.
Jamaica's Veronica Campbell-Brown is expected on the 200-metre track, and US runner LaShawn Merritt will run 400 metres at the event, the organisers said.
