The Warriors are in Group B alongside Egypt, South Africa, and Angola at the tournament, which kicks off on 21 December in Morocco.
Munetsi, a midfielder at Wolverhampton Wanderers, is sidelined with an injury that could keep him out for up to six weeks, Wolves manager Rob Edwards said.
Zimbabwe open their campaign against Egypt on 22 December, before facing Angola on 26 December and South Africa on 29 December.
