Egypt issues multi coloured integrated services cards for disabled people

The Ministry of Social Solidarity has started issuing coloured integrated services cards for people with disabilities as the government moves to ensure adequate accessibilty to more people with special needs in public life.

In a statement released on Thursday, the ministry said the colours differ according to the type of disability with blue designating severe disabilities, green designating moderate disabilities and purple for those with mild disabilities.

Egypt aims to include 2.7 million persons with severe disabilities in its nationwide integrated services card system by the end of 2023.

There are 12 million persons with various disabilities in Egypt out of a population of 104 million, according to the United Nations Development Programme.

Article 81 of Egypt’s 2014 constitution stipulates that the state shall guarantee the health, economic, social, cultural, entertainment, sporting, and educational rights of persons with disabilities.

The ministry had previously announced that persons with severe disabilities applying for the new card would be exempted from conducting an automated medical examination at the Ministry of Health and Population.

The card enables its holders to receive two pensions, get integrated into schools and universities, and get employment as per the 5 percent quota.

It also allows its holder to obtain exmeptions from taxes and from custom duties on prosthetics and cars.

Disabled people who have the integrated services card can conduct free medical check-ups in hospitals and get an adequate government housing unit.

They can also receive discounts on means of transportation and subscriptions to youth centres and sports clubs.
