The president’s directives came during a meeting with Prime Minister Mostafa Madbouly and Health Minister Khaled Abdel-Ghaffar to review progress on healthcare infrastructure and reforms.

According to the presidential spokesman, Ambassador Mohamed El-Shennawy, El-Sisi reviewed performance indicators for the comprehensive health insurance system and the rollout of its second phase, covering Kafr El-Sheikh, Marsa Matrouh, North Sinai, Damietta, and Minya.

He also called for preparing Alexandria’s inclusion in the near future and stressed the need to expand private and civil sector participation.

El-Sisi instructed close monitoring of the National Central Laboratories Project in Badr City and the Capital Medical City—affiliated with the General Organization for Teaching Hospitals and Institutes—which will provide 4,200 beds across 18 specialized institutes.

He also urged parliament to expedite legislation regulating private medical facilities, part of a broader push to attract investment in healthcare and pharmaceuticals, as well as integration with the comprehensive health insurance system.

The president further called for feasibility studies on establishing the Egyptian Centre for Disease Control and Prevention and the Egyptian Centre for Precision Medicine to strengthen the nation's preparedness for epidemics and improve its medical system.

Abdel-Ghaffar briefed the meeting on 15 presidential health initiatives, including the elimination of surgical waiting lists and the expansion of state-funded treatment.

El-Sisi stressed reducing delays in critical operations, improving access for vulnerable patients, and rolling out non-invasive glucose monitoring devices for children with type 1 diabetes.

The health minister also reviewed the National Population Strategy, noting progress reflected in the latest Egyptian Family Health Survey.

El-Sisi urged stepped-up efforts to tackle demographic challenges through community awareness and education programmes aimed at achieving a sustainable population balance.
