Palestinian factions meeting in Cairo on Wednesday endorsed plans to form a transitional national committee to administer the Gaza Strip, as part of efforts to move toward the second phase of the Israel-Hamas ceasefire agreement.

The talks, hosted by Egypt under the patronage of President Abdel-Fattah El-Sisi, focused on arrangements for post-war governance in Gaza and mechanisms to advance reconstruction, according to a joint statement issued after the meeting.

The factions said the proposed committee should be enabled to immediately assume responsibility for Gaza’s civil administration, including the provision of basic services, amid the enclave’s deepening humanitarian crisis.

Under the proposal, the committee would coordinate with an international Peace Council and an affiliated executive body tasked with overseeing reconstruction funding and project implementation.

The meeting comes amid renewed mediation efforts by Cairo, Doha, and Ankara to advance the next phase of a ceasefire agreement, signed on 10 October and based on a proposal by US President Donald Trump, which would include expanded humanitarian access, an Israeli withdrawal, and longer-term political arrangements for Gaza.

The factions reaffirmed their commitment to the ceasefire and called for pressure on Israel to halt military operations, fully open border crossings, allow unrestricted humanitarian aid, and withdraw its forces from the Strip.

They said these steps were necessary to stabilize the situation, allow displaced Palestinians to resume normal life, and create conditions for early recovery and reconstruction.

The statement also stressed the need for Palestinian political unity, describing the current phase as critical for restoring a unified national decision-making framework.

The factions reiterated their rejection of Israeli plans to annex parts of the occupied West Bank, expand settlements, and alter the status quo at Islamic and Christian holy sites in Jerusalem, reaffirming their demand for an independent Palestinian state.
