A spokesperson for the group told Anadolu Agency earlier Sunday that the talks aim to strengthen the Gaza ceasefire and preparations for the implementation of its second phase.
The source added that the group’s talks with mediators in Egypt aimed to ensure Israel’s compliance with the agreed roadmap.
The visit comes ahead of a planned regional trip by US President Donald Trump’s envoy, Jared Kushner, and, according to the source, marks Al-Hayya’s first official visit to Egypt since he assumed leadership of the group, Anadolu Agency reported, citing a Hamas source.
The delegation includes Hamas Shura Council chief Mohammed Darwish, head of Hamas abroad Khaled Meshaal, West Bank chief Zaher Jabarin, and head of the Arab and Islamic Relations Office Bassem Naim.
According to the source, the talks cover several political and field-related issues, particularly efforts to consolidate the ceasefire and developments concerning the Palestinian cause.
The visit comes amid mounting disagreements over the implementation of the ceasefire’s second phase after Israel rejected the 15-point plan approved by the Board of Peace and linked any withdrawal from Gaza to the “genuine” disarmament of Hamas.
Hamas has reaffirmed its commitment to the roadmap agreed with the mediators and the Board of Peace. At the same time, Egypt has stressed the need to implement all its provisions, particularly the Israeli withdrawal and the unimpeded entry of humanitarian aid.
The group said the immediate priority should be the implementation of all phases and obligations of the agreement, leading to a complete ceasefire, an end to attacks against Palestinians, the completion of the Israeli withdrawal, and the reopening of border crossings.
It also called for the entry of humanitarian aid and shelter supplies, the launch of reconstruction efforts, and the enabling of the national committee tasked with administering Gaza to begin its duties.
Egypt has similarly maintained that all agreed provisions must be implemented, foremost among them ensuring the full, safe, and sustainable entry of humanitarian assistance and completing the Israeli withdrawal from Gaza.
On 31 July, the Board of Peace and US President Donald Trump announced that Hamas had accepted a 15-point roadmap for implementing the obligations of the Sharm El-Sheikh Protocol following Gaza negotiations held in Egypt’s New Alamein City.
The roadmap provides for the withdrawal of Israeli forces from Gaza, the confinement and storage of Hamas’s weapons, and the transfer of the strip’s administration to an independent Palestinian body.
While the ceasefire has been in effect since October 2025, Israel has violated it thousands of times, killing 1,258 Palestinians and injuring 4,139 others.
